I've noticed that the Corolla Cross is going to be sold in Australia from early 2022, so clearly making it in other parts of the world isn't an issue.

Toyota Australia already receives part of their model range from Thailand (Fortuner, Hilux, Corolla sedan), and since Toyota stopped producing vehicles in Australia in 2017, all of their model range is imported. Thailand and Australia have a free trade agreement, so it is cheaper to import cars from Thailand than from some other Asian countries
