Electrical problem on my 97 Camry V6 3.0L

Hi Guys,

I had a power windows problem like few months ago on my 97 Camry V6 3.0L , the driver windows can switch down easily but stuck in the middle when went up. Last month when I tried to lock all the door by the master windows, there was like a electric shock inside somewhere and all the lights (headlights and tail lights) went out, except the light inside of the car. I already checked all the fuses, and it has no power to the Headlight relay, and to the fuses relate to them. I am blocked here, I don't know what to do. Any help will be appreciated.
