Issue with “recirculation” and “fresh air mode”

Hi,
I noticed that the "fresh air" didn't work as it supposed to and i started by checking the air filter. While i cleaned the filter changed the modes from "re-circulation" to "fresh air" and noticed there is a white plastic piece that guides the air direct to the filter from inside or outside. That white plastic won't move to let the "fresh air" come in, it will need a hand to help it move in its right position, while it feels loose. If i turn it into "re-circulation" it moves into its position and its stable and wont move by hand. please take a look on the attached video too see it more clearly.
*note, also found the filter upside-down that should be done from the dealer when i bough it as slightly used..

Do you know whats the issue to make it work, is it an easy fix or should i go to the dealer?
