What is the pipe under the engine mount for?..

Also is the centre bolt and nut with the slot in for adjustment ?

I've got a real vibration and trying to solve it!.  saw the pipes plugged into the bottom of the mounts and wondered if that was something to do with it.

The mounts are connected to the cars vacuum pipe work as the mounts are vacuum assisted to cut down on engine vibration
