DVLA have recently introduced an online application process for ordering a duplicate V5C. Cost remains at £25, and duplicate V5C should be received with five working days.

Owners can also use DVLA's online service to change address.

We bought a car from a main dealer in mid July, and completed the relevant paperwork.

The V5 arrived today, what's that been - about 10 weeks?  Typical government body, they answer to no-one and don't do customer service.

Just before the pandemic we also bought a new car. Received both the V5C and confirmation of change of ownership of the old vehicle, within one week.

DVLA have been badly affected by having to ensure social distancing is adhered to by staff, and having far fewer staff onsite. Also because of their secure website infrastructures, etc, Government departments and agencies (ie DVLA), unlike private companies, cannot just go out and buy laptops, etc for staff to use when working from home
