Just got an 02 rav it’s ace but at what point should the fans come on facin the radiator there are two ?? TIA x

The outside air temperature is probably too low right now and it may never come on.

Have you changed the coolant? New coolant will have a better temp coefficient than old contaminated coolant. Is it the correct mix? Is the hood shut? Is the heater on or off? All factors.
