2001 Toyota Estima won’t shift out of park. Brake engages and can hear solenoid clicking but shifter button won’t engage.

This little gold button coming out of the ignition barrel. Won’t retract when I turn the ignition on but can be pressed back. But once I turn the ignition off the button comes back out. How do I activate this button to retract on its own?
