Bought two TPMS  valves for my car local garage says they need to take all the wheels off and get the number off the valve on every wheel fitted to the vehicle not just the new ones I'm fitting 

Is this required any help greatly appreciated

The OBC needs to know the codes of all four TPMS valves that it is supposed to be monitoring, so it is probably easiest for the garage if they just 'reset' the OBC and program in the four 'new' values. But I would have thought that they should be able to read all four existing values from the OBC and simply replace the two that had been changed (assuming that you are simply swapping out two old valves for new ones).
