7th gen Celica heater blowing cold air

OK so I flushed out my heater core and that didn’t fix it.  The engine temperature is completely normal and both of the hoses coming through the firewall are hot when the engine is running.  More specifically they’re both the same temperature 130°F.  What should I try next?

Looks like a block of air is trapped inside the heater core.

You can burp the air out of the system with Toyota's burping instruction label glued on the hood.

Or you can drive the car as normal with heater turn on max.  Eventually coolant will get into heater core and it will work. Occasionally open the butterfly valve on top of the white plastic overflow reservoir to let air out.

Since air is already in the heater core, when you burp, you have to turn on cabin heater and fan full blast to make coolant go into the heater core.

In normal burping, Toyota procedure calls for keeping the heater OFF to keep coolant in it.
