Identifying a loose part 2004 RAV4

I have a 2004 RAV4 that I bought from Japan. I recently changed the AC condenser but when I pulled the bumper off to do this there was a loose bit hanging that I’m trying to figure where it should be attached and what it’s for. 
 

I’d like to include 2 photos I took of it but not sure how to do that. Help?!

i take it you are repairing it due to accident damage, it bolts up just under the corner of the headlight (part of the radiator/condenser support)

Thank you. We’re not seeing any obvious place under the corner of the headlight where it can attach. It is quite short.

Yes we are. There are also signs of what appears to be a possible area for a bracket on either side of the condenser but don’t see any brackets just screw holes. The air temp sensor bracket hooks on to the ac condenser (note the notch) then a bolt goes through it into the rad support
