Constant whirring noise '16 Hybrid

Just got the car a few months ago. Is this constant whirring sound normal? When cruising the same speed on an even road, something continues to produce this high pitch noise that alternates between different octaves. It does change when braking or slowing down, that's when it calms down and sounds smooth and satisfying but whenever I'm cruising it keeps whirring like in the audio file starting from approx 6 seconds in. Is this a normal sound..? It's slowly drilling my skull...it would be better if it was a smooth sound and not a distorted high pitch buzzing, like a bee stuck in a vent. A/C has no effect.
