Programming Remote Alarm Fob?

I have just bought a 1999 Celica GT (Hoorah!!) but one of the alarm fobs did not have a Battery in it (Alarm TVSS IIIB). The other one works fine. I have put a new Battery in the first one - does anyone know how to "Sync" this fob with the vehicle?

The led works when you press the buttons but it won't open/close the doors.

Both buttons together or just one? In range of the car? (actually - tried one, then the other, and then both... still no luck) Any other ideas?

Hope the one working fob doesn't pack up...
