'98 Camry Front License Plate Holder

Howdy.

I'm going crazy trying to find a front license plate holder for my 1998 Camry XLE!!! The previous owner took it off before I got the car. I see similar cars on the road with a molded piece attached to the bummer, I'm guessing with a strap, all the time. I called the local Toyota dealer and the parts guy says they did not make them for my year, and to just screw it into the bumper. I don't want to do that--plus I know he is wrong cause there are no previous holes and I know there was a front license installed at one time. Please help! Anyone know a part number or something???? I can't believe it is this hard to find this part I've looked all over the web and I get nothing.

FYI, 98 camry XLE doesn't have a license plate holder on the front bumper in US/Canada

There are two holes on the bumper to hold the screws
