Do I Need To Buy A New Distributor?

I left the hood open during a rain storm and now the engine won't start. I blew some compressed air to dry the electronics.I checked and found that I had spark, the engine was turning, but I could not get it to fire up so I towed the car to a mechanic that told me I needed a new igniter. After 5 weeks and a lot of money I received the igniter and gave it to the mechanic to install. I called him later and he said that it still didn't work and that I need to find an entire distributor. The engine is a 2ee.

Does anyone know what steps should be taken to test a distributor before I spend any more money and time? Thanks.
