91 Camry Problems

Hi everybody, I'm new to the forums.

My dad has a 91 Camry which has been giving him problems lately.

The Camry struggles to start sometimes, and when it gets going,

it either stalls or loses power to the wheels(can still rev but doesn't move).

Sounds like the problems everyone else is having with their Camry's. We've had the distributor cap and fuel pressure regulator replaced but we're still having problems. Our last trip to the dealership, they found out that there was some water in his fuel tank. Would water in the fuel tank cause these problems? And what is the best way to remove water from the fuel tank? Siphoning? Methyl Hydrate? or is there a drain plug?
