Egr Valve Not Opening

i have a 1992 toyota celica the egr valve is not opening i have checked the egr valve is is working ok when i use a vac pump does any one know why there is no 12vdc to close the vsv i hoocked to a 12v source and it worked fine so what gives it its 12 volts i have no check eng lights on thanks for any help danny my email addres is dlintexas2002@yahoo.com thanks

Not ever opening or do you have other symptoms? As far as I know If you disconnect the EGR, you gain a little top end power. The EGR it self only opens under strict conditions of heavy exceleration and when the engine is under a heavy load such as going up hill on the highway.
