HI JUST WONDERING HOW DO YOU REFIT A ECU TO A TOYOTA CELICA IS IT JUST A CASE OF PUTTING THE PLUGS BACK IN OR IS THERE A CERTAIN WAY YOU HAVE TO DO IT.

MAKE 100% sure the Battery is disconnected!!!.

Take out the old one and plug in the new one that's it. Just make sure that the part number is indentical on both. In addition to the serial number you will see a part number these really should match. You might find that the ECU from say a 97 and a 99 model look indentical but have a different number. Sometimes this is just due to a software upgrade but it could also be to do with other changes such as different MAF's/MAP etc sensors used and that the software has been adjusted to deal with the different component.
