03 Camry Am2 Fuse Keeps Blowing. Help?

its not my car. but the problem has me stumped. i read about the am2 fuse in older camrys and how its usually the noise filter/ condenser in the distributor. but im stumped on this 03 camry. when the car is in the ON position the am2 fuse doesnt blow. only when i try to start it. we've tried replacing the starter and the key ignition. no luck. none of the wires are toasted or grounding out we're going to try the starter relay once it comes in. but in the mean time...anyone have any suggestions?
