Estima Lights

hi all i have a 2.2td estima emina

the prob i got is the front lights 1 main bulb blew i changed it works but

am i supposed to get lights on the first click of the switch i get the bottom lights come on the 1s on the bumper but no main lights next click i get the normal driving light and i get full beam am i supposed to get side lights ion the main light unit or not??

and wheres the fuses for the lights which 1s its in japanese
