Suggestion......

Use a piece of chalk to mark exactly which bit of the seatbelt is rubbing on your neck.

Fetch some sharp scissors and cut that bit out (and a couple of inches each side to make sure).

The bit that was rubbing your neck will......

Oh, wait a minute......

Haven't thought this through......

Hi, different wavelengths. I thought (ha ha) that if you good at sculpting seat belts with scissors you my have other craft talents!!
