The original seal is damaged and leads to steaming up and condensation inside the care. Anyone know how or where to get a replacement?

I've got a newish (2003) Celica 1.8VVTI. The coolant level is low. I know you're supposed to use the proper Toyota pink stuff, but how do you get at the filler cap? It's underneath a plastic cover.
