Ac Fan [Close To Radiator] Won't Stop

Hi everyone...I own a 2003 1.6 NZE Toyota Corolla. About 3 weeks ago my evaporator had a leak and took it to be replaced and fixed. It got fixed but last week the AC fan (the one close to the radiator'] won't stop. Last week it was starting up as soon as I started the engine (AC not on); now it starts once the ac is on and stays on high even after I take off the ac. Can anyone help?

No one I take it to seems to know what the problem is.
