Yaris hazards non-functional

Hi all, I have an issue with my 2001, 1299cc Yaris and I'm hoping to get a couple of pointers here on how to fix it myself as I'm a student with a very limited budget. I've been quoted >£100 by my Toyota dealer to investigate and fix the issue but I'm hoping I can do it for considerably less.

So on my Yaris my indicators work fine one at a time from the steering stem, but when I hit the hazards switch on the dash it doesn't light up, the indicator arrows don't show up on the heads up, and the hazards don't flash at all. I've done some reading around it and from what I can tell it's likely an issue with either the hazard switch in the dash itself, the hazard relay, or the hazard fuse. Now I've taken a look at the fuse in the instrument panel (HAZ, fuse 21) and it hasn't blown, ruling that out.

I'm hoping from the symptoms I've described someone can tell me if I need to replace either the switch or the relay (and how to do so?) or if there's something else that I need to do?
