Fuel sender catching?

After the schenanigans with my fuel tank, I'm now having a problem with the fuel gauge not reading correctly.

 

My current theory is the fuel sender float is getting obstructed by something, most likely the rear baffle.

 

Does anyone have any suggestions on what to do?? I tried twisting it round a bit and that allowed it to move between the top 3 bars but won't go below that so that lends more credence to the obstruction theory.

 

Is there a way of moving the baffle back or something? I had a quick look (Well, I say quick, took a while to free all those hoses!) but it seems quite sturdy... maybe I can cut the back part out?? It's just a plastic tub in the fuel tank as far as I can see...
