I think there will be a small glut of new car registrations in March 2017 - people wanting a 17 registration, which will start 1st March, but retaining the present VED rates (the revised VED rates are effective from 1st April 2017).

However, all this is assuming the Chancellor doesn't make further changes (as a result of Brexit?) in the November Spending Review and Autumn Statement .....

It depends more on whether there'll be another election before Christmas. I think there will be unfortunately.
