Clutch /wheel Bearing

My Toyota Picnic required a new wheel bearing on the front passenger side also a new clutch at 99000 miles someone suggested that my car had been clocked as the clutch should not burn out on these cars at that mileage but should last longer. Is there any truth in this. This is my wifes car and it is on a P registration (1997) so its been nearly 10 years as was registered in May 1997.

Also there was freeplay in the front passenger wheel bearing was tightened but did not resolve the freeplay so was replaced should these need replacing at this age.

Any advice would be appreciated. as I am novice to car mechanics.
