Alarm Not Working

I have just bought a 2000 avensis 1.8 se and the keys locks and unlock the car with central locking but they dont seem to set an alarm. no indicator lights go on when the car locks. the man we bought it off said that he had changed the Battery at one time cause the car was not starting but turned out it was a fuse that blew dont know if this is anything to do with it can anyone help with this. thanks
