1999 Rav4 Engine Problems

Vehicle has 120,000 miles and has never been a problem. About 3 weeks ago it began having problems while driving. It doesn't shut down but hesitates(shudders) or loses power when being driven.

I've placed a Lucas product to clean injectors with no difference. Plugs seem fine. It is used mainly back and forth to work about 20 miles/day. The problem was first experienced as my wife returned from a trip to Birmingham that included Interstate driving with AC useage (200 miles approximately) but is ongoing. Air filter has also been checked. I'm looking for ideas as to the cause of the problem.
