Various Corolla Problems - Electrical?

I have a couple of problems with my 97 Corolla and wondered if anyone had any suggestions as to what could be causing them?

Occasionally the car won't start, when the key is turned nothing happens - then when the key is turned again the car starts.

Over the last few days the windscreen wipers have been really slow to make progress across the windscreen

Are the two things related? If so what is the most likely cause?

I've had the Battery checked this evening and all is ok.

My theory so far is either wiring loom failure or earthing problem - Does anyone have any other suggestions?

None start is more than likely to be a faulty ignition switch, very common. The wipers may be excess volt drop on the supply side, bad earth, or more likely, faulty motor.
