No Fuse Box Cover - Safe To Drive?

I came home with a new (pre reg) car yesterday and found that the glove box jammed after opening it for the first time. The cause appears to be a loose fuse box cover that blocked the mechanism of the glove box.

Is it safe to drive the car without the cover? Also, do I need to look into why it wasn't in place?

It is safe to drive the car. Presumably the cover is there to keep out dust, etc. If it is a pre-registered car (from a Toyota dealer?), get the dealer to sort it. If it is the fuse box cover that is affecting the glove box, it shouldn't be like that.
