1999 Rav 4 Rack Removal And Water Leaks

I insert the key into the end of each rack (there are 4, 2 on each side, all with locks), turn it and WHAT IS SUPPOSED TO HAPPEN? I don't know! I get no action anywhere. I've beat on them to move them on the slides embedded in the top of the RAV4 but what are the keys supposed to do? Is something supposed to release? SECOND QUESTION: I'm chasing some severe leaks on the front interior floorboards and wondering what is under the slides, are there holes up there? Currently chasing; windshield, firewall and skylight for source of water. My wife's Mother passed away, this is her car (1 owner) so unfortunately no history.
