D4D 2 liter sluggish when taking off

Hi 

Does any have an issue with their 2 liter D4D being sluggish when taking off, especially if going up a hill, but when turbo kicks in it drives like a rocket, I have cleaned the EGR, sometimes on start up it gives a good puff of black smoke,
