Thinking of buying a 1999 Rav but it only has one key.  Does this Mk1 have an electronic key or could I just have a new blank cut?

I have a 1998 RAV4 GX & both set of the keys are normal but you have  seperate fobs for the remote central locking if you wish. So I guess should not be a problem

Aren't the keys coded with a chip?
