Vibration at constant low speed

Hi, I am an owner of Alphard 2005 Van , and I feel vibration in the steering wheel at low speed around 60 km an hour.

I did lots of repairs to solve this issue but without success, bought new tires, did an inspection at direction, got an alignment done, balancing 4 tires, use premium gaz and it still vibrate at low speed.

Is someone had a similar issue with his Alphard and what did you do to correct it.
