Faulty instrument panal and serial number?

Hi, so my toyota is showing 20mph at a stand still, i need a new panel 83800-02270 my question is if i find a simular panel with serial number 83800-02450 would it work? getting quite desperate now as it wont pass the mot with it showing that much over. There is no used ones on eBay and ive also tried a few electronic shops where i live and they all fail and cant repair the issue with the panel. i did find a place in the UK which would repair it but they were astrinomically high in price, £150 for the repair which isnt so bad but then they wanted £150 for postage too... so thats out of question. 

Any help would be grately apreciated. Regards Peter.
