MOT Failed due to rusty bar

Hi, 

Verso 2012 failed MOT today due to the rusty bar underneath.
Mechanic said that it is a roll bar, but couldn't find replacement part online. I took the car to Toyota, and they weren't sure what it is either. 

I've attached few images, do you know what part is this and how can I order it?
My car is currently off-road as "dangerous" to drive.

Is the structural integrity of the bar compromised, or ir it just rust?

In the picture it's dissolved itself by half.

Some kind of stabiliser/ torsion bar?  Could probably just go to a metal fabrication shop and cut out the rotten hollow tube and get a new section welded in and paint it all in underseal. Only the middle bit looks done for.

The last picture says its a lot more than serface rust its a replacment part or remanufactured part.

Its also posible you maybe lucky just to pick out up at the scrap yard but thats a long shot.

Thanks everyone for your reply. Part in question is called panhard rod. It's not necessary or legal requirement to have it on the car, but it does give extra stability in the corners. 
As it took my car off the road, I'll take it to Toyota for the quick (and sadly expensive) repair.
