'91 Camry Revving Itself

It seems as if the camry has a mind of its own. When I start the engine, the revs straight away go up to 2000 rpm. After a bit of driving around (10 - 15mins) and I stop at the lights, the revs go up and down on its own. It normally goes between 1350 and 1600 rpm, and can fluctuate from time to time. It can be a real embarrassing moment sitting at the lights with the car revving up and down in a perfectly balanced manner - people give me strange looks. :huh:

Does anyone know where I could begin to look? I've had a couple of ideas.. O2 sensors maybe? The air filters were clean so that's ruled out I believe.
