What a prat, although how he didn't manage to swerve or slow down at least is beyond me.

Seen that happen quite a few times in chester. There was woman, which i read about in the paper. She had bought a brand new car few days ago, in the paper her quote about the accident was "as i crashed into the bollard i thought to my self, what are rising bollards? as i had seen a few signs mentioning it"
