I'm not sure if this is the correct name of what I am looking for, but I want to mount a second spare wheel under the vehicle and it looks like a bracket can be mounted at the back, and lowered via the hole on the back bumper. I have had a look on Milners and roughtracks for such a part, but cannot find one. Does such a part exist? And does anyone know where I can get one from?

It's known simply as the spare wheel winding mechanism.

Look out for Surf breakers on E-bay, is your best bet for obtaining one.
