Can't Open Tailgate On 2004 Wagon

Hi i'm new on here and i am seeking some advice.

I have a 2004 Avensis Estate but cannot open the boot unless i crawl in through the back seat with a screw driver and operate the backup release.

Has anyone encountered this problem?or can anyone tell me the most likely cause?any advice would be appreciated.

Im having the same problem with my 2005...have not yet figured out what the cause is, so im gonna hang on to this one.
