Hilux 2.2 Petrol 1990

Hey guys, Maybe you guys can help, as i only know honda's. My brother is a PH and got himself a 1990 Toyota Hilux 2.2 petrol 4x4 carb. He is realy happy with the car, except for its petrol consumption its crazy! He gets like 5km/L with it, which is alil ridiculous! My 1st though was, the motor is 2 'small' to carry that huge frame through the air, and is labouring, hence the high petrol consumption. But i cant be 10)% sure about that. Is there anything u guys know of to fix this? tune up maybe? or is it a common problem? And, is there a possability that we can swap a diesel motor into the car direct swap? same gearbox and mounts. if so, what motor. Thanks in advance :)
