Previa Blower Not Working At All

My father has bought a toyota previa and the fan does now work, the relays click when the switch is moved but the fan does not move , today i opened the air duct under the bonnet and moved the fan freely with my fingers so its not jammed, what could be the cause? i understand this topic is quite common but i could not find a direct solution to my problem

haven't come across it with either on my Previas over the past 16 years....a loose wire to the motor? Worn out brushes?
