Whirring/howling Noise

Hi,have developed a whirring/howling noise from rav 4 d4d 2003 engine previous posts have suggested replacing fuel filter housing but noise seems to be coming from lower pullies on serpentine belt, have noticed there is an adjuster on the belt system. anyone know if it is possible to adjust this without causing untold damage or will this further damage what sounds like a loose bearing

I have heard this noise that was originally reported as being the fuel filter and it is definitely down the pulley side as you say. I would be inclined to check it all out if I were doing the timing belt as it is a heck of a job to take the timing covers off. If you just want to adjust a pulley, the main one is up the front by the radiator and the inner one for the alternator is spring loaded. Thanks Anchorman, what i need to know now is can i simply adjust the pulley belts without causing any further damage?
