RAV4 engine check light

Hey, does anyone know why the engine check light is not working? All the fuses are still ok, the engine turns but the engine light does light up. Even in the DLC1 connector, i connected a multi-meter between the pins IG- and B+ and its giving out an opposite polarity, i first connect the scanner and the ECU is not responding back to the scanner. I took the ECU apart aswell and smell it, no burt capacitor smell coming out. Can anyone help me out please.
