Air con question

Hi

I have an 02 rav4 and was wondering if the air con is working properly My question is when the air con is off and the blower off should the aluminium air con pipe in the engine bay from the bulkhead to the air con pump be frozen all the time? or is the clutch stuck on the pump if it has one?

Got it sorted, it was a rusted up clutch,
