upgrade/replacement HSD/PHEV/EV battery ?

Saw an Swedish article where Staffan Erlandsson wrote this –

"Today, we are at the beginning of the electric car's breakthrough. The development has been continuing for the past six years, and future points toward continued rapid development of all current Battery capacity. This roughly doubled every five years, while the price per kWh (Battery capacity) annually has fallen by about 20% since 2009. Electric cars are updated continuously and the corresponding new electric car today has more powerful batteries with significantly better range. This should mean that the older electric cars, with less range, will have a lower resale value in comparison with their updated siblings the day both available at used car market.

 

The Council will be to bargain and love to see the purchase of electric car over a longer period, where value loss per year and mileage will be lower on average. Scope in itself need not be an end in itself. You have two miles to the job you just fine even with the older cars ' range.

Dream scenario would be for owners of older electric cars in an easy and cheap way could replace batteries for newer and more efficient with the development, where the old batteries might be sold to be used as energy storage for suncell public charging stations. But we are not there yet. Owners of older electric cars, with few exceptions, are drawn with their (lower) Battery capacity. "

The article was from 20 jan 2017 so. ..

Does anyone know or have heard about any news when it comes to "trade up/replace with stronger "  hybrid/PHEV/ EV battery?

Implies that there already existed car brands that could "upgrade" to more efficient battery.
Does anyone know what car brand it could be ?
