Headlamp levelling device inoperative

I took my 1992 Corolla for testing yesterday and it failed on 2 things one of which was the headlamp device being inoperable. This was due to the switch dropping into the tunnel. The tester said when he touched it the switch dropped. I said the switch had always been fine and was securely mounted. He said as soon as he touched it that it dropped. I think ham fisted and he has pushed down on it instead of rolling it. I'm having extreme difficulty retrieving the switch due to small space and big fingers. The other failure was leaking power steering ram, fair enough.
