Cost warning shown on Touch 2 Go on start up on Rav4

When I turn on the engine on my Rav4  a message appears on my Touch 2 Go  Watch out! cost warning: If you continue a chargeable online connection will be established" Continue / CancelI.  I have gone through Set Up & have made sure that internet connection is not on auto. Does anyone know how to stop this message appearing as it most annoying.

I had the same thing on a c-hr. Yet another stupid setting/warning that cannot be saved across restarts.

It can be turned off, see page 144 & 150 of manual attachedOM10545E.pdf
