Camshaft Cover Stuck on 1997 Carina E with 7AFE engine

I have removed the 4 small domed bolts securing the camshaft cover together with the wiring harness off the top of the cover, Tried lifting the cover off but will not budge. Tried a small bit of wood as leverage but will still not move. The camshaft cover is not leaking but need to remove it in order to access the water pump behind the timing cover. Any suggestions?
