EPB troubles

Hey guys! Kind of new to Toyota here...

I am having trouble with my EPB(Electric Parking Brake) System.

I have an error message on dash that says parking brake inoperable... Was out in cold for an hour. The EPB switch under steering wheel won't do anything. The wheels ar locked.

Got to my garage... Scanned it with OBD2 scanner and says EPB switch is open or short. Tryed new switch. Not a change. And checked all the wires are good. I can operate the EPB with obd special functions and works good.

Could it be that the EPB actuator assembly is bad? Dont want to change it as its expensive and a hard thing to do. + The bolts for it are all rusted up.

Hope you guys can help.
